The National Election Commission (NEC) of the Republic of Korea hosted a delegation of 13 participants from four countries – Nepal, Ecuador, El Salvador, and Tunisia – taking part in the Election Management Capacity Building Program organized by the Korean Civic Education Institute for Democracy (KOCEI). The delegation visited the NEC on Monday, September 29 and was received by the Deputy Secretary General Dong-wan Kang. The visit included a tour of the NEC Election Promotion Center, a working-level meeting, exchange of commemorative gifts, and a group photo session. During the welcoming remarks, the Deputy Secretary General expressed appreciation for the delegation’s participation in the capacity building program and highlighted the importance of international exchange and cooperation among election management bodies. He emphasized that such programs provide opportunities to share Korea’s election management practices and learn from the experiences of other countries. The delegation representative from El Salvador conveyed gratitude for the NEC's warm welcome and noted that the program offered valuable opportunities to exchange knowledge and experiences regarding electoral systems and democratic practices. He underscored the importance of democracy as a shared value and highlighted the benefits of learning from the Republic of Korea’s political maturity and election management expertise. During the working-level discussions, participants from Nepal, Ecuador, El Salvador, and Tunisia inquired about various aspects of Korea’s electoral system, including overseas voting, measures to ensure transparency and public trust, and the use of technology in election management. The NEC shared insights on its practices, including overseas voting procedures, transparency measures, fact-checking and combating disinformation, voter education, and the role of KOCEI in training election officials. The NEC reaffirmed its commitment to fostering international collaboration in election management and expressed hope that the program would further strengthen the professional capacity of election officials from the participating countries, while deepening bilateral and multilateral cooperation in the field of electoral governance. |
