Noh Jeong-hee Inaugurated as 21st NEC Chairperson

In her inauguration speech she said:
• Fair election management should be carried out with an attitude of strict neutrality that does not consider specific political parties
• It is necessary to make advances in the political law system to ensure equal opportunities for citizens and that they enjoy basic political rights
• The NEC will do its best to protect the rights and interests of the socially marginalized in elections and politics and to secure representativeness

The National Election Commission (NEC) of the Republic of Korea held a meeting of the full commission on November 2 where Noh Jeong-hee was elected as the 21st Chairperson of the NEC and an inauguration ceremony was held.

 

In her inauguration address, Chairperson Noh said she feels a heavy sense of responsibility especially considering the NEC’s constitutional obligations, but she said that as long as she listens to the voices of the people while firmly keeping the foundation of neutrality and fairness, which are the key values of election management she would be able to fulfill the NEC’s mission which is achieving the development of democracy and social integration through elections.

 

In addition, she stressed that neutral and fair election management is the foundation for realizing national sovereignty in representative democracies, and there should be no consideration of a specific political party or political group in the NEC carrying out its constitutional obligations.

 

Chairperson Noh said that making advances in the political law system is also an important task, and she highlighted that there is a need to improve the election system so that citizens can enjoy the maximum basic political rights whilst also ensuring free and equal opportunity.
 
The Chairperson also noted that it is necessary to implement party politics with policies at the center that meets the expectations of the people, research and support a political funds system where the income and expenditure of political funds is operated transparently and smoothly. She also said a plan to protect the rights and interests of women, young people, and disabled people who are marginalized in elections and politics and ensure they are represented should also be devised.
 
Meanwhile, she added that the composition of the NEC’s staff should be gender equal in accordance with the Constitution and the purpose of the law, and attention should be paid to the establishment and development of a horizontal and equal organizational culture.
